The Maryland Department of Commerce’s Office of Military and Federal Affairs (OMFA) sought an independent assessment to evaluate organizational effectiveness, identify operational gaps, and position the organization for long-term growth. Leadership needed objective recommendations to strengthen strategic alignment, enhance stakeholder engagement, optimize resources, and maximize Maryland’s military and federal economic development opportunities.
Established a team of Strategic Planning and military subject matter experts to conduct a comprehensive Organizational Gap Analysis that evaluated mission and strategic priorities relative to current state and department priorities, organizational structure and capacity, operations, stakeholder engagement, and leading practices. Through executive interviews including Governor’s Office and Deputy Secretary of Commerce, facilitated workshops, operational assessments, and benchmarking, SCB identified key opportunities for improvement and developed a prioritized Strategic Roadmap with actionable recommendations, measurable initiatives, and an implementation framework to guide future organizational growth.
